Biden Climate Goals In Jeopardy After New York Nixes Offshore Wind Farm Deal

A recent decision by the New York State Public Service Commission (NYSPSC) has dealt a crippling blow to green energy development, putting offshore wind projects at serious risk and jeopardizing President Biden’s climate goals. The NYSPSC rejected requests from offshore wind energy developers to renegotiate existing contracts due to rising prices and inflation.

The commission stated that the requested amendments to the contracts would have gone against their long-standing policy of maintaining a robust competitive bidding process. They emphasized the importance of competition in protecting ratepayers and achieving renewable energy goals cost-effectively.

The rejected request would have resulted in up to a 6.7% increase in utility costs for residential customers and up to a 10.5% increase for commercial or industrial customers. Empire Offshore Wind LLC, Beacon Wind LLC, Sunrise Wind LLC, and the Alliance for Clean Energy New York Inc. had filed the petition to adjust renewable energy credit and offshore wind REC purchase-and-sales agreements.

The decision has been met with disappointment and concern from the renewable energy industry. ACE NY Executive Director Anne Reynolds called the ruling “shortsighted” and warned of increased costs and greenhouse gas emissions. Fred Zalcman, Director of the New York Offshore Wind Alliance, stated that the decision puts the affected projects in serious jeopardy and hinders progress in clean energy manufacturing and environmental justice initiatives.

Governor Kathy Hochul responded to the decision by announcing a 10-point plan to expand and support the large-scale renewable energy industry in the state. One of the action points is to increase competition in the offshore wind market and widen the pool of developers.

This setback in New York comes at a crucial time when the Biden administration is aggressively pushing for green energy development. President Biden aims to approve 30 gigawatts of offshore wind energy by 2030, making it the most ambitious goal of its kind worldwide.

The decision by the NYSPSC not only hampers New York’s environmental and clean energy future but also poses a significant challenge to achieving climate and environmental justice goals. It underscores the need for continued efforts to overcome obstacles and accelerate the transition to a sustainable and renewable energy future.
